Byway Project Manager Request for Proposals

The Minnesota River Valley National Scenic Byway via the City of Appleton is requesting proposals for a Byway Project Manager to fulfill requirements of a grant from the Minnesota Historical Society.

The Byway Alliance via the City of Appleton is requesting proposals from consultants for a Byway Project Manager to fulfill requirements of a grant from the Minnesota Historical Society.

The Byway Alliance will review proposals and make a final recommendation.  The City of Appleton is the fiscal agent on this project.  Additional Lead Partners on this project are:  Lower Sioux Indian Community Tribal Preservation Office, Chippewa County Historical Society, Nicollet County Historical Society, Blue Earth County Historical Society, and Renville county Historical Society and the Upper Sioux Community Tribal Historic Preservation Office.

Project Scope

The Project Manager will organize a research project to create a map of a section of the byway that can server as visitors will manage the overall project and grant from date of contract to June 30, 2020.

The Project Manager will engage partners, coordinate and facilitate meetings, document all findings, work with Byway to hire the Graphic Designer, collect and develop the new content, manage the review and copy editing of the content, work with MNHS for review process, and coordinate with the graphic designer to revise the document. Qualifications include: management, coordination, writing, and research skills. Familiarity with the Minnesota River Valley Scenic Byway and members. We estimate this work to take approx. 100 hours over six months.

Timeline

This program will be completed before the June 30, 2020 deadline.

Month 1: Connect with partners and give timeline for project.

Month 2: Research map contents.  Look for bids from Graphic designer/GIS specialist.

Month 3: Develop, collect and organize all content and provide to the graphic designer.

Month 4: Manage review and copy editing of the content.  Deliver to MNHS for review.

Month 5 and 6:  Finalize content.

Background

The Minnesota River Valley National Scenic Byway (Byway) is a partnership that was formed to encourage economic development through the promotion, preservation, and protection of the intrinsic qualities of the Minnesota River Valley. The Byway is the result of grass-roots efforts by the people and agencies working and living along the Minnesota River. It was designated in 1996 by the Minnesota State Scenic Byway Commission and as a National Scenic Byway in 2002.

The Byway Alliance is made up of cities, counties, historical societies, tourism entities, DNR, MnDOT, Office of Tourism representatives, Upper Sioux Community Tribal Preservation Officer, Lower Sioux Community Tribal Preservation Officer, and interested citizens along the 287-mile stretch of the Minnesota River. Today, the Byway Alliance remains the only organization working to promote the Minnesota River Valley on a regional scale. The Byway plays an important role in linking and promoting historical sites and stories to better tell the history of the Minnesota River Valley through a variety of efforts, including its programs, website, roadside signs, calendar, brochures, and other marketing materials.

Proposal content

The proposal prepared in response to this RFP shall contain the following information:

  1. Name, address and contact information;
  2. The qualifications, and experience of the individual who would be designated as overall project manager;
    1. A proven work history with Byways
    2. Familiarity with the Minnesota River Valley and members of the Minnesota River Valley National Scenic Byway.
    3. Experience in integrating the planning goals and objective of multiple agencies charged with working together to achieve common goals.
  3. The Cost Proposal involves submitting the following:
    1. A firm, not to exceed price for the complete scope of services.
    2. Rates that will be applied to the calculations of additional work if such work is authorized by the City. Include hourly rates for each of the project team members as well as rates for the cost of reimbursable expenses.   
  4. The response on this list shall be limited to 3 pages.

Proposal Evaluation

The proposals will be ranked based on the following factors:

  1. Qualifications of proposed project team related to: leadership; successful experience and technical competence in the type of skills necessary in planning projects of a similar size and scale (25%)
  2. The Responder’s experience with byways (25%);
  3. The Responder’s experience with the communities that the Minnesota River Valley Scenic Byway serves. (25%)
  4. Assessment of the overall project cost estimate on a comparative basis to the other proposals (25%).

Following a review of proposals, the selection committee will select the preferred firm.
